Forest Land Use Plan (FLUP) is one of the important plans required for the Local Government Units to be formulated and thereafter incorporated in their Comprehensive Land Use Plans (CLUP) as per Executive Order No. 318 series of 2004.
FLUP formulation requires step by step procedures as provided by the DENR Manual on Forest Land Use Plan Trainer’s Guide. These are the following;
- Module 1 – Orientation on governance – oriented forest land use planning
- Module 2 – Social preparation, profiling and mapping
- Module 3 – Situational Analysis
- Module 4 – Cross visit and exposure trip
- Module 5 – Participatory process in planning the allocation of forest and forestlands and prioritizing sub – watersheds
- Module 6 – Drafting and approval of FLUP
The plan must be endorsed by the Municipal / City Development Council (M/CDC) and subsequently legitimized by their concerned Sangguniang Bayan/Panglungsod before the same shall be endorsed by the Local Chief Executive to the Department of Environment and Natural Resources (DENR) for approval.
It is worth to mention that most of the Local Government Units have subsequently created / established their Municipal / City Environment and Natural Office (M/CENRO) after their Forest Land Use Plan (FLUP) have been formulated, legitimized and approved. It is because of their deep appreciation on the forest and forestlands in their locality as a natural assets and secondly, an Environment Office may no longer an OPTION as per Local Government Code but a necessary and indispensable Office with the advent of climate change. Whatever calamities and disasters affecting their constituents resulting to improper planning of their upland areas, particularly the forest and forestlands, only to blame, the local leaders in that locality.
